Subscriptions based on usage

I'm building a new tool to help us audit our own SaaS platform - its basically an auditing and compliance tool.

While my other platforms have tiered pricing based on feature limits. So for example, if the platform was a web site builder the free tier could allow the user to create 1 page, top tier would be unlimited, etc.

The new tool I am building will be an ongoing auditing and compliance checker and as it tracks user numbers I was thinking of pricing based on that; start at a very low tier and increase with user numbers.

My take is that there would be a smaller outlay for SaaS platform just starting, while larger more established platforms with bigger usage numbers would pay more.

Anyone doing similar pricing on their platforms? Does the low initial subscription make it look like a "cheap" product to more established platforms?
